Water Quality Management FAQ's

What is the 604(b) program?

The 604(b) program is a management program that is referred by the respective section in the Federal Water Pollution Control Act. The program is really called the Water Quality Management Program Program. Basically, this program is utilized as a supplementary planning program for the water programs at the Division. Any Water Quality Management Program projects, for example, the revision of water quality standards can be carried out under this program that will result in implementing measures to ensure the protection of the marine waters of the USVI.

How is this program funded and how much funding is available?

Each fiscal year, the Regional Administrator of the Environmental Protection Agency shall reserve under Section 604(b) for each State an amount not to exceed one percent of the amount allotted and available for obligation for construction grants or $100,000, whichever is greater, for the purposes of making grants to the States to carry out Water Quality Management Program.

What kind of projects can be funded under this program?

Management projects such as water quality standards revisions, Development of the 305(b) State Water Quality Assessment Report, Area Wide State Wastewater Management plan, Waste Load Allocation development, etc...

Who can apply for projects under this program?

Any licensed environmental consultant may apply to develop required reports and plans etc. except for the Area Wide State Wastewater Management Plan. This plan may be developed by a local planning agency or if none are available , then the state planning agency must develop and update the plan.
